A Rocky View County Councillor is raising questions about whether or not a voter's list should be implemented for the 2017 election.

RVC currently uses an honour system so most people can show up at the polls, claim they live in Rocky View and receive a ballot.

Jerry Arshinoff, a Rocky View County Councillor for Division 2, said this honour system leaves a gap for election fraud.

"That is the real potential problem, that if somebody voted, in particular in the advanced poll, and then again on election day, I'm not saying anybody has done that, I'm just saying there is a problem and that is why most jurisdictions and nations do have voters lists."

Arshinoff explained that the current system makes it impossible to determine if electors voted multiple times, or if non-residents voted.

He did put a motion forward to RVC Council to create a voter's list five months ago, which was defeated due to the belief that it would be too expensive to have a voters list. He also brought it up again at RVC Council in July.

"I brought it up as a result of a report RVC was given. The second motion never got through because it was decided that you have to wait six months before you can bring up a motion on the same matter and only five months had passed."

Although an individual does have to fill out a Form 8 to vote in the municipal election, which says they are who they say they are, Arshinoff said it's difficult to get a hold of those records.

"What I don't think people realize is that those Form 8's are put into a sealed box, no one verifies them, and to verify them you would have to go to court."

He said that there's no record saying an individual showed up to vote already, so if somebody came again they'd just fill out another Form 8.

Arshinoff believes an honour system may work for smaller municipalities, but it isn't enough for RVC.

"I can see really small municipalities not wanting to go through the trouble of a voters list, where everybody knows everybody, when you go to vote everybody knows who you are. But Rocky View County has grown quite considerably in the past years, and that's not the case anymore."
