Blake Richards, Member of Parliament for Wild Rose, will open debate in the House of Commons, Thursday, November 17, on his Private Member’s Bill C-309, the Preventing Persons from Concealing Their Identity during Riots and Unlawful Assemblies Act. Richards says the Bill is not against the people who are legitimately staging a protest - it's intended to target those deliberately looking for trouble.

Bill C-309 proposes to amend sections 65 and 66 of the Criminal Code that outline the penalties for participating in a riot or unlawful assembly respectively. Richards wants to see it become an offence to wear a mask or other disguise to conceal someone's identity without lawful excuse.
