The XL Foods meat packer in Brooks is being allowed to resume limited operations under strict oversight.

The Canadian Food Inspection Agency says no meat will leave the Alberta plant until the agency has approved a full reopening.

In the next stage, the plant will be able to process carcasses remaining in the facility that the CFIA has tested negative for E. coli.

Agency spokesman, Harpreet Kochhar says the plant has been cleaned and the condensation, drainage and ice buildup has been addressed.

"Our inspectors have reviewed and assessed the corrective action plan put forward by the company," he says. "While the plan seems comprehensive and appropriate on paper, we need to confirm it's full implementation and effectiveness in action."

The plant was shut down Sept. 27 during an ever-expanding recall of its beef products across Canada and more than 20 other countries.
